Could you please let me know the address change form number and their fax number so that I can try that as well?

I had an address, but due to some reasons I have to change that address now.
If you have all docs ready, you should be able to submit a few days after getting ITA - assuming you get an ITA in the coming weeks (which I believe is very likely given your scores). When I got my ITA, I had just received my study permits and work permits for me and my family, so pretty much had all required documents and I could have submitted the very next day if I wanted to, but I waited about 10 days for other reasons.
Why do you not have PCC on hand? How long will it take to get it?Do you come from a country that requires IRCC to specifically send a request for PCC?
previous month: called IRCC to inform change of address, never reached the point of talking to an agent. dropped the plan after trying for two weeks.
today: called the IRCC again and telephone said i need to wait for 19 minutes or request a call back from an agent.
me: wow that's amazing, how lucky am i !
proceeded to give my number
turned off the flight mode, switched ON the vibrate on ring, ring volume absolute max. carried phone with me with airpods on.
laptop screen with ecopr pdf, set the screen to not go off indefinitely.
after 35 minutes
a call on my phone.
IRCC agent: We won't be able to provide infos cause our system's all down, or if you have any general enquiry we may be able to help.
me: what abt pr card?
Agent: Sorry the systems are down. you may call again when our system's are up
me: Ok so when do you expect the systems be back?
Agent: Unable to answer it, but you may call again when our system's are up

Actually I prepared everything thinking that i was going to get an Ita on the 6th of july
For the PCC it is quite easy to get it here (24h hours).. so i prefer to request it just After ITA. I Know that it is almost the most important document.
To be honnest, my husband and I have been so stressed and hopeless since the 1st draw . It looks really hard top get an Ita even with our score . This is really harsh from ircc to do that ...
Even if the backlog could explain it .
Its a good chace for you to get an ITA on August the 3rd. For your sake, mine and a lot of others, I hope you do get it.
