Hey, Flagpoling is when you exit Canada and come back to land as a PR, or to trigger a Work permit. To do this you need to 'exit' Canada by going to a land border - You can either do a one day trip to the U.S or just tell the U.S officer that you're doing flagpoling to apply for a Work permit in Canada, they will issue an Administrative refusal and send you back to Canada. Once in the Canadian side you tell the Canadian officer you are doing flag poling to apply for a PGWP. He'll request your documents and ask you a few questions, if everything looks good he'll issue your Work permit on the spot.

You'll have to pay the PGWP fees again ($255) and withdraw your online application via webform once you've your PGWP. :) Good luck!
Will they need a valid eTA or TRV to re-enter? Some may not have that...

HI thanks for your info. Can we exit the country and enter again without flagpole even if our application is still in progress?

It is highly recommended to have a valid TRV or eTA to re-enter. Just in case if they refuse application and you dont have valid trv/eta to enter Canada. If it happens, one will be taken to immigration detention facility, and deported from Canada. But if application is approved, you are fine provided you meet other entry requirement

Yes you can, if you have valid visa to US/visa-waiver and the same re-entry back to Canada. This is the best way, flagpole means “administrative refusal” record on the US side… something you may need to declare in future.

TRV or eTA is no needed when to or from the US by land. :)

Travelling to the United States
You don’t need a valid TRV to re-enter Canada if you meet all of the following:

  • Have a valid study permit or work permit, or hold valid visitor status in Canada
  • Leave Canada to visit only the United States
  • Return to Canada by the end of the authorized period of your stay in Canada

That is unfortunate, is there anything else I can do to speed the process, I really need to travel to India in end of this month
If there is "compassionate" reasons with supporting evidence, you can raise webform requesting them for the expedited. However, after receiving your WP, you'll need to apply for a TRV, another delay.
