Can my CoPR be used for reEntry to Canada from USA by road in personal vehicle? My soft landing has already been done in 2019. It is valid till 2023/04/07 but mentions 'not valid for travel'. I dont have the PR card or PRTD but only the CoPR.

Yes, you can re-enter through a land border using your COPR. The validity of the COPR is irrelevant.
