I started an inland application in October 2021 from Quebec to sponsor my common-law partner, this week I got an email from CIC which among other things indicates the following:

Provincial Requirements for Residents of Québec

As a resident of the province of Québec, you must submit an undertaking application to the Provincial Government. To download the required forms, please consult the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) website at :
http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/family-reunification/index.html

Complete the required forms and promptly submit them to the MIFI at the address provided in the provincial guide within 30 days from the date of this letter. Do not submit any of the MIFI forms to this office as they will only be returned to you.

You must enclose a copy of this correspondence with your undertaking application to MIFI. If you received this communication via email, please note that another copy will not be mailed to you. You may print a copy to be enclosed with your undertaking application to MIFI.

I am confussed on the following:

- Based on the bold text, does this mean I don't need to wait for Quebec to issue a CSQ as long as I send MIFI my CSQ application?

- What would be the evidence that I have submitted the application to MIFI? Will I get some kind of confirmation after mailing my application to them?

- I (the sponsor) got the letter, however the CIC account is on my partner's name (the sponsored), who should submit the CSQ or the proof of submission to MIFI?

Hello,

Based on my experience, you receive two CSQ copies by mail. At the bottom of the page, one has "immigration" written on it. Scan that document and send it via webmail to IRCC. Most of the times MIFI sends it automatically, but just to be safe send it as well. Moreover, you only get an automated response from IRCC that your email has been received and that if you have sent any documents by webmail, they will be added shortly.
If you have the new PR tracker tool, you will see an update there that "WE HAVE RECEIVED YOUR ENQUIRY", that means that they have received your CSQ.

Sure. We got the IRCC instructions to start the CSQ process on 25/04/2022, we sent the documents today by mail, I will try to update with any news from our application. I really hopes it doesn't take long since my wife is expecting and on her second month but without RAMQ our only choice is to pay everyting out of our pockets. A little bit of a timing issue we have got ourselves there.

Just for reference, the document we got from IRCC to start the CSQ process says:

- What would be the evidence that I have submitted the application to MIFI? Will I get some kind of confirmation after mailing my application to them?
I have exactly the same issue as the OP. I do not have my CSQ yet. Should I wait however long it takes for MIFI to (hopefully) mail me the CSQ which, given potentially delays could take longer than 30 days, or should I submit some evidence to IRCC that I've mailed in my MIFI application which I can do as soon as tomorrow?

If the recommendation is to submit evidence ASAP and not wait however long it takes to get the CSQ, then what evidence can I provide? Do I take a picture of the packet I'll be mailing? I really have no clue what evidence the IRCC is looking for so any advice is greatly appreciated!!

I put my sponsor's name and info here and said 'OUI' to the question about accompanying since we are both already here...

Also did you leave section 2 blank on the same form? (2. Renseignements sur votre conjoint ou conjointe (s’il y a lieu))
I left it blank cause I am the only person being sponsored, but not sure exactly in what situation this applies to people?

For section 4 I put my name (the sponsor) since I am the spouse of the person being sponsored and marked OUI where it asks if I am going to accompany her to Quebec. For section 2 I put the name of my spouse but marked NO where it ask if she is a cosigner (cogarant). Since it is an inland application and we have already declared ourselves as common law partners for our taxes my interpretation was that I needed to list her as my spouse. I am not sure if that was the right approach.

Do you have any idea how long is currently taking for CSQ to be processed?
