OCI will be made upon the basis of your CDN passport because it needs to match since your CDN passport is your travel document not OCI. Hence, it needs to match.

You will need to get a provincial name change done --> get a new citizenship certificate from IRCC --> update your passport --> update OCI.

I applied for a name change in my citizenship application where I split my name and it was approved. It made my application non-routine which took it forever to process but got resolved. The wait was brutal though.
A point here that is probably VERY important for many here - the point I bolded up above is wrong.

You do NOT need to update your citizenship certificate to change your name in your passport. This is a big deal because you can replace your passport relatively quickly, while changing your citizenship certificate may take quite a long time.*

Documentation is here:
https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-passports/change-name.html

You only need eg the legal name change document issued by the province to show that you changed your name. That's enough to request a new passport be issued under the new name.

*The fact is, you don't really need to every change the citizenship certificate, but you can if you want to. In almost very instance that will matter in Canada, you can show your passport (new one) with new name to prove you're you and you're a citizen. In the other cases the original citizenship certificate, change of name legal docs, and probably any other identification with a picture (ideally with new name), and that should be enough to convince any institution that you are you, that you have citizenship, and your name is now [new name.]

Note, when I say 'almost every instance', I can't really think of any where that wouldn't be enough.

Sure, change your name in your citizenship certificate if you like - take your time. But no need to wait for that to update your passport.

For supporting documents for OCI, have you had to notarize name change certificate issued by the Province?

Can I use the name change certificate from Ontario and Canadian passport in new name with Canadian citizenship certificate in old name to apply for OCI (applying for the first time)? or OCI required citizenship certificate also updated with new name?

Can't help you with OCI, sorry - I'd assume they'd accept Canadian passport (which clearly has a nationality line = citizenship) as proof of citizenship, but I'm not Indian.

@mumbaikar When is your appointment scheduled with BLS, is it anytime soon?

I was looking at one of their checklist, not sure how old is this checklist but they did mentioned that if If there is any change in personal information you may be required to submit an Affidavit explaining the reasons for change, along with any valid documentary evidence.

https://www.blsindia-canada.com/CanadaVisaCCT/Toronto-OCI-Miscellaneous-Checklist-Rev-8.0.pdf

Let me know if you were able to talk to BLS Customer support & if they suggest you in filing any affidavit.

I am waiting for my citizenship certificate. I am planning to legally change name in ON and then apply for the Canadian passport. I am confused that, for OCI if they would accept the Canadian citizenship certificate with old name [Updating the name in Canadian citizenship certificate will take long time (~15 months)] !

I have submitted an enquiry will let you know what's the response is from CGI as waiting for 15 months is not worth it and their should be some alternative to it.

One of my friend is currently going through the name change process in ON, tagging him here @GokulGuruprasad he can help you if you have any questions with the name change process.

I wish I could help - I see from quick internet check that they ask for both the citizenship certificate and the canadian passport. In any domestic Canadian context, the citizenship certificate plus name change docs OR the passport with new name would likely be enough.

I'd hope that both of these together would be enough n your case, but it's really up to the Indian authorities what they'll accept.

Thank you so much, that would be great! I will reach out to him regarding the guarantor for ON namechange process. I am not sure if I could find someone from the professions they listed [I have seen some cases where they have rejected the application when the guarantor is a friend even though the instruction says it is ok ]

@GokulGuruprasad @mumbaikar I got a response back from CGI on OCI with the name change, they said they would need an Affidavit apart from the Name change certificate from the province.

Let me know if you need any other information.

Great to know that you don't need to update name on the citizenship certificate and thank you for letting me know. I will definitely reach out to you later asking for the format of affidavit. My application for name change reached Thunder Way today.

Affidavit needs to be from a Lawyer who will write a statement after verifying your name change documents.
That's really bizarre - what's a lawyer going to write, "yep, that's a name change document all right, appears to be valid (but I'm not the government, I'm just a lawyer)."

It also makes no sense - in Ontario anyway, all lawyers are commissioners to take oaths - so it's practically nonsense, an affidavit is a statement by someone made in front of a commissioner, and here they're asking you to get an oath from a lawyer, who will, I guess, affix his signature saying "I said this."

Anyway, I'm not claiming you've got it wrong, and you can't argue with them if that's what they want, I guess. But as a requirement it doesn't make much sense.

Here's the general form for an affidavit, but again, I think the requirement's silly, this is just to show the facts:
https://www.ontario.ca/page/find-notary-public-or-commissioner-oaths-taking-affidavits

Here's the instructions that say lawyers take oaths:
