Canadian passport with given name "XXX", will OCI have "XXX" too ?

I am surprised reading this thread. My father in law got Canadian Citizenship
where

OLD INDIAN PASSPORT
FAMILY NAME :
GIVEN NAME : Real Name

NEW CANADA PASSPORT
FAMILY NAME : Real Name
GIVEN NAME : XXX


INDIAN OCI CARD
FAMILY NAME : Real Name
GIVEN NAME : XXX


While applying OCI, BLS processed it and no name change certificate, or any other documents was asked.

The BLS is asking for an affidavit ( which costs almost $75 additionally if done inside their office when they shifted from Lawrence Av to Oxford Street in Toronto) even though there is no name change but a split of the same name. As you all know in most Indian Passports before there was no surname or surnames were used and whole the name was written on the given name row. But in Canadian Passport we are required to give first name and last name (surname). So the name in the Indian Passport in the Given Name row is as XXXX YYYY ZZZZ but in the Canadian Passport is given as XXXX YYYY as First and Middle name and ZZZZ as surname. so basically there is no name change but splitting it into first middle and last name (surname). Before they used to accept self-declaration to do this but now ask for affidavit to do as it appears in the Canadian Passport.
