Would a study permit help to get approval for TRV?

Please share your experience and/or advice.
Hi everyone,
We have a friend who wants to come to Canada to take a French immersion course in University for his job and visit us at the same time in Montreal. The course lasts 3 weeks and he has the choice of either 1/2 day course or full day course. Suppose he has all the requirements , because for a course this short the study permit is not required however would it help or not to get the TRV? The duration of the whole visit is only month.
Last year he did make a request for only TRV for a 2 month stay but he was refused and did not prepare well his documents. The purpose of the trip last year was only for vacation.
Does a full day or 1/2 course make a difference for the VO ? Would it show the seriousness of the case?

I saw your post yesterday. It's hard to know what to say and no one here can predict what CIC will do. The 1/2 day vs. full day course won't make a difference.

Study visas are normally granted for courses/programs lasting more than six months. From CIC's perspective, it won't make sense why he has to travel all the way to Canada just to take a three week language course. This is a very far distance to travel (and a lot of money to spend) for a very simple course. He could certainly go elsewhere (much closer to home) for this type of training. He already has one TRV refusal. I think CIC will view the study permit as just another attempt to get to Canada any way he can.

Even students who plan to take courses that are a year or more in length are refused visas because CIC doubts they are serious students. I don't think a three week course shows seriousness.

I would put together a better / stronger application and try for a TRV again. I think applying for a study permit makes it look like he's desperate to get to Canada.

Thanks , i think you're right. He will stick with a single entry /TRV and built a stronger application.

CIC won't issue a study permit for a 3 week course or part time courses. It needs to be regular full time university.

Trust me.... I know.

Thanks so much Amikety!Are u a vo? If so , i would like to know something about applying on line. Not all countries can apply on line. Nepal for example is on the list however if its a Canadian like me that pays with cc, could he then apply on line?

I wish I was a VO! :p

I went through an ordeal with a study permit last summer and Mount Royal University. They insisted I had to have one for a part time course. CIC disagreed. It was a disaster and I had to get the president of the university involved to take my course.

A fellow countryman received a 6 months visa for a 3 week course last year. However, at the point of entry, the border officer reduced it to ~ 4 weeks. So it's possible.

There are some very good French immersion programs in Montreal and popular too(people come from the US for it). Your friend will need a strong application - why he needs the course(show how it's applicable to his work), have a good explanation for why he chose Montreal over classes in his home country. One reason I can think of is the experience in Montreal will be more enriching than one in a classroom in your homecountry.
