I applied for PGWP on October 12th, 2021 but I've been working for my current company since November 12th, 2021.

Which of those dates will be considered regarding the one-year Canadian work experience for CEC?

You started working with your current company after you applied for the PGWP. So the one year will be November 2022, assuming you work at least 30 hours per week.
