I was just on the CIC website and read that you cannot apply until you've been a permanent resident for at least 2 years. I know you must be a resident for three years before you get citizenship. Does this mean you can mail your app early because of long processing times? Or can you only mail your app after it has been 3 years?

My husband landed August 2, 2012 and hasn't left the country at all.

You should have completed 1095 days(3 years) of physical presence at the time you will submit the application as of the present requirement.

My husband landed August 2, 2012 and hasn't left the country at all.
At least 2 years as a PERMANENT RESIDENT plus 2 more years(counted as 1/2 day per every day.) as a visitor, student or whatever status before becoming permanent resident.
