What happens if a person who tries to enter Canada at land border is denied entry both by US and Canada side?

Okay, so here is the scenario :

A person is going to flagpole for a new WorkPermit. They do not have a visa for USA they cannot enter USA. They do however get that white slip from US immigration telling administrative refusal. Now Canadian side also (somehow) denies them entry as well as new status. They cannot enter canada, they cannot enter usa.

What will happen then?

I guess theoretically if they really couldn't enter either country, they would be held by either Canada or the US and then removed / deported to their home country.
