What are my options without RO in place

Hello Gurus,

I and my family Canadian PR holders and traveled to Canada Sept 2012 for landing purpose and returned to US next day.
Got PR cards in Jan, 2013 to one my close family address (we mentioned their address during the landing process for PR cards get delivered to their address)
Again went to Canada from US in Apr 2015 for 4 days and came back.
In between, I tried for job in Canada from US, but none of them clicked (IT manager or senior software engineer)
Our present PR cards get expired by Jan, 2018 and our status is expired by Sept 2017.

What are my options now, is it possible to renewal our PR cards ? Right now we are in the US on H1B, and dates became current went back (Visagate2015) and decided to get rid of US and move to Canada in year time.

If required, can we apply in the Express Entry ? is there implications as we are not utilized our first PR ?

Any thoughts ?

No - it's not possible to renew your PR cards now.

Once you are ready to move to Canada, you can try re-entering and hope you are not reported for failing to meet RO. If you are not reported, then you should remain in Canada for two years straight until you meet RO and then apply to renew your PR cards. If you are reported, then you will have to appear at a hearing to argue why you should be allowed to keep your PR status (you should assume you will lose at this hearing since you have no H&C reasons for failing to meet RO).

If you lose your PR status, you would have to reapply for PR from scratch through one of Canada's current immigration programs.

No - there are no implications for failing to utilize your PR status the first time.

Thank you for your answers. In the future, if my kids want to go Canada and live there after their age 21 years and will they claim PR status ?

21 may be too old and there's no guarantee they will be able to save their PR. If they want to save their PR they should apply for a Travel Document under H&C considerations and move to Canada before they start university / college (e.g. age 18 or 19).
