Its not mandatory to send with initial APR. They will send u additional request afterwards.

However, my background status has not changed for a week and I am still stuck in IP1. According to the tracker, most pnp applicants in november are already in na2. Any ideas on background status change?

If we observe current trends It should have changed by now to NA2. Have you checked your email for any ADR request.
you can try calling them and ask about the status of your application. If there is any ADR request they will tell you.
