Hi. Just wondering why Canadian Immigration would deny a visitor visa to a person with cerebral palsy who would be traveling with her parents to visit her brother here in Canada?

This is known as "medical inadmissibility":

health grounds – if their condition is likely to:

endanger public health or public safety, or
cause excessive demands on health or social services (some exceptions exist – see notes 2 and 3)
What this means is that the officer making the decision determined that there was a risk she would become a burden on the Canadian health care system.

To overcome this, the visa office's concerns about that person's medical needs would need to be overcome (demonstrating she will not be a burden on the Canadian health care system) or a temporary resident permit would need to be issued (because she has been determined to be medically inadmissible.)

Of course, you can confirm this decision by obtaining the GCMS notes from CIC (http://www.cic.gc.ca/english/department/atip/index.asp). This could be done by her brother in Canada (with her permission).
