When a person with visitor visa apply for study permit within Canada, will he/she be under implied status (maintained status) if the visitor visa expires before a decision is made? Thank you.

No. If applying for a study permit then most likely processed outside Canada except under specific conditions (spouse on work permit as an example). Person needs to extend status as a visitor while waiting.

Thank you for your reply. What does the processing outside Canada means? Does that means the person has to be outside of Canada or the person can stay in Canada ( with extended visitor visa) while waiting for the decision?

Just because a person is inside Canada, it doesn’t mean that the permit is processed inside Canada. Only certain applications are processed outland. You can apply from inside Canada but it weakens your ties to home country as you need to show reasons to return.
