Work permit is better. However to qualify for a work permit, you need a job offer from an employer in Canada and that employer needs to obtain an approved LMIA.

No one here is going to be able to tell you your chances of being approved under a refugee application. However if you are using domestic violence, then one of the challenges you'll likely face is explaining why IFA (internal flight alternative) isn't an option. In other words, why you can't just move somewhere else in Nepal to get away from the abuser.
