It says over 300 days for a visitor visa in Angola! Any idea why?

Could we apply for a student visa while on a visitor visa?
we are trying to get my brother in law here in time for a very special event happening in June but with that wait time, it looks impossible. Also we later want to bring him over to study.

Most countries have year long processing times due to Covid, back logs, staffing etc.

He can apply for a study permit while a visitor but it is processed outland. It also weakens his application because he has to show strong ties to his country.
