Valid Canada Visa is being asked though already inside Canada!?

A friend of ours applied for a job in a company (with LMIA). He is a worker here (another company) but have an expired work permit (but extension is on process). Since he is in Canada for few years now, his initial Visa to enter is already expired. The company said yes to him at first but now, they are refusing upon knowing his Visa expired on 2020. They said there will be a problem when they go to the US-CA border to have a work permit.

So what is his status in Canada if work permit expired? Has he been in Canada illegally for many years? He cannot go to a border for a work permit if he has not status is Canada and permit is expired.

If a worker was able to apply for work permit extension before his work permit expires, he will have a "maintained status" where conditions in the expired work permit applies while waiting for the result of work permit extension (online application).

If your friend has been working illegally for many years then it is understandable why the company wants to cut ties. They can at least show that once they became aware that their employee was working without status they cut ties with the employee.

What we really wanted to know is how true it is that the border will ask for a valid visa? Because this is the reason why they didn't hire him.
Visa is only required to enter Canada and he is already inside Canada.
AND before, he was able to renew his work permit at the US-CA border through flagpoling.
(Old employer has no LMIA now that's why he is looking for a new employer).

The new employer changed their minds after the new rule was announced: - Visa is required now for Mexicans.
My friend is a Filipino, and they renew their visa when they have plans to go out and return to Canada for vacation.
He is not staying here illegally. He has work permit extension application (maintained status) but no result yet and while waiting, he wanted to find a new employer.
How true that the border will look for a visa (flagpoling) which is contrary to what he experienced to his previous employer.

Yes. That is his case. He applied online for his work permit extension and that gave him a maintained status. But until now, there is no result yet and he wanted to work to a new employer.
