Right because when they were in Canada, the parents should have applied for PR for the child then. They didn’t need to pay a consultant to fill out the child’s paperwork so IRCC will not consider that an excuse. So the only option because child has had TRP already and then left with applying for sponsorship is for one parent to return to Canada and sponsor child. The parent cannot leave during the process except for short visits.

how long the parent should stay ?
any idea about the processing time for the child pr ?
What do you mean stay? The parent should stay in Canada during processing except for a short visit for two weeks and then return. The parent cannot be going back and forth. Processing depends where child lives so check processing times.

Does child have a US visa?

Ah….nevermind. Forgot your child doesn’t have PR. If your PR expires, you could enter through US land border. However your child had a TRP (not used), came to Canada, left Canada and then TRV was refused.

The processing tool under family sponsorship shows times for each country.

Processing will likely take 7-12 months for PR card. When deciding as PR to not have your child in Canada there can be major issues including that you need to meet RO when your application is examined during any immigration interaction. Your only real option of for one parent to return to Canada, continue meeting their RO and sponsor your child. The fact that it seems you are likely to have another baby abroad will complicate things further. Having one parent meeting their RO anchors the whole family since they can technically sponsor everyone again if it ever comes to that.

Unrelated but still important. Depending on how much time you have spent in Canada you may also not have met the RO to qualify for healthcare in your province. You need to look to see what the residency obligation is in your province and there is a good chance that you will need to reapply for a new health card even if yours is not expired. It’s confusing but a valid health card does not mean you have provincial health coverage. You must meet the RO to qualify for healthcare in your province and have a valid healthcare. You just have to reapply using the same process but if using healthcare you need to plan on meeting the residency obligation to qualify for healthcare in the province.
