LICO is the low income cutt-off. In order to sponsor your mother for the super visa, you must demonstrate that you are making enough income. The LICO table is in the link below. To calculate the size of your family unit, count yourself plus the number of people in your immediate family in Canada - and then add your mother. For example, if you have a spouse and two children - then you must meet the LICO amount for 5 people in order to sponsor your mother. If you do not have a spouse or children - then you must meet the LICO amount for 2 people to sponsor your mother.

If you meet the LICO, then your parent(s) can apply for SuperVisa. The amount of income you need to show for LICO changes based on the family size (more members in your family - the higher your income should be). The income you need to show is the "gross income" and not the "net income" (after taxes). You can consider to add your spouse's income (the spouse should fill up the agreement too), in case just your income does not meet the LICO. Its best to wait for a full tax year to go by (so that you can provide Option C statement to prove the income). In the mean time, you can get your parent(s) on a visit visa. However, your parent(s) would have to prove that they have sufficiently strong ties back home so that they would leave when the visa expires (actually - this requirement is for both categories - visit visa as well as supervisa).
