No - the minimum score required for FSW is a "6" in all four sections. Thus, due to the "5.5" you've gotten in writing, your score would be considered ineligible

But without Writing score I am getting 68 points for FSW. I never seen anyone refused due to one low band score. If I missed this chance will not able to apply FSW because December is last month FSW if I am not wrong?

Give me any advice please

People are certainly refused due to one low band. If you apply with the score you have now - you will be refused.

Again, it doesn't matter if you have 68 points. Your application will still be automatically refused. As others have explained, you need a minimum of 6 in each IELTS category to apply.

And yes - December is the last month to apply for FSW 2014.

No - it's not possible. You must include the IELTS results with your original application and those IELTS results must have score of at least 6 in each category. It's too late for you to qualify for FSW under the 2014 rules. You will have to apply under Express Entry.

Even a PhD would not help, the rules are crystal clear on this.
