Travelling to Calgary from India Via Toronto

Hey Guys I have a question..

my brother would be traveling to Calgary (on spouse visa) for the first time from India, can he first land in Toronto and the take an onward flight to Calgary the same day (considering the terminal change)?

Where will he do the landing formalities: Toronto or Calgary?

Yes - he can travel to Toronto first. Landing formalities will be in Toronto.

He should make sure just in case at least 2-3 hours between connections to complete immigration formalities and change terminals
