But you mentioned Dutch in your post. Now you say Italy and I posted equivalency above. You need 4 year equivalency. You haven’t explained how you do.

I study in europe where undergrad degrees are for 3 years but 180 ECTS and they do accept it with some standards like for dutch bachelors degrees they require at least 7.5/10 to apply. However, i dont have european passport im on a student permit do you think it would be better to apply from my home country or in europe?

May be you should be specific to your questions, and answer..otherwise this will continue to be longer and longer. Again what is your question or concern? apart from counselling what to study,
