I called IRCC again ( don’t know why I did that since I already knew it wouldn’t resolve anything lol), but one interesting thing is, when I mentioned my 17+ months of waiting vs the 12 months ‘established timeframe ‘ the agent didn’t say it’s the average or its true for 80% of applications like they always did in the past, instead she said there were too many applicants and it would take longer for many of them, and she didn’t understand why IRCC hasn’t updated the ‘established timeframe ‘.... guess soon they will change it to 24 months just to shut people up
Happy women's day to such a "NOBLE" agent! She spoke truthfully.

I was wondering if that's where the resources have been used efficiently.

I am an Oct-2017 Applicant too. Passed the test early 2018. Waiting for security screening since then...

Reading up the threads, there seem to be 2 types of delayed applications, one is security background checks, the other one is the situation where everything is completed and they don't proceed with the application. Regardless, there seems to be no law & order with IRCC... They just do what they want to do...
