I have a feeling. CIC probably saw a line up of couriers and decided to accept application prior to 8 AM. If that's the case do not worry about anything.
The other scenario would be if they just left it there, but someone signed for it so I doubt that.

This is crazy. Next year onwards, people will have long line ups infront these local courier offices and may have to stand in line a day before to make it to better order... ;D and may be bidding as well for premium spots.

I just wonder what is going to happen if the cap is reached in the middle of a batch. Assume CourierX delivered 1000 application at 10:00AM. The cap is 4800 by 9:59, assuming all of them are valid applications so far. So all 1000 CourierX applications have the same 10:00am timestamp. What they are going to do? Run a 2 of 10 lottery?

They don't put time stamps this year.

Hopefully you are right. I just don't know how strictly CIC will enforce their rules or what's the situation there today. I spent too much time and energy in this and I surely don't want to go through this again next year if the application got returned. finger crossed that my credit card will get charged in a few weeks.

This is true, I used P.O Box and they opened it the next day. Canada Post said time stamp is when the CIC opened the box, my time stamp says 12NN (the next day). I didn't make it to the cap.

well so now I got a call from someone who is in Mississauga from Purolator saying we delivered all the packages on time its just the scanner at that location was broke down so we had to do everything manually and the update online will take some time. but if we had your package in that bunch then it is delivered don't worry.

You are mostly correct, buddy. But I'd like to give you good news. I have a friend working at Happy RoadEx, confirmed that they delivered less then 1000. You've probably measured the packages by eyes. If your guy were ranked #11, you should make it in 5000. And my friend told VW was ranked at #4, so everyone with them should be accepted as well.
I highly doubt ups/fedex/purolator could make it this year, unless they have a special arrangement for this.
I used FedEx this time and my package was delivered at 9:19 this morning.

I just spoke to my courier guy on phone. He explained a lot of things very well....he told me that Happy Road has several hundreds applications because the couriers drivers told each other the # of applications they have...Also, he told me that he (Metro Mississauga), VW and Happy Road there the first 3 guys. Happy Road was the first, Metro Mississauga the second, VW the third. He explained to me how the process works. CIC office has 3 windows to process (to sign) the applications, they do not put time stamp, just date stamp on each application, then they put a bundle of applications in one cage. Once they filled up one cage, they will fill up the next one...Then they will process the applications in the cage on a sort of "first come and first serve" basis. So it's hard to know whether first application they will process is actually from the 1st courier company in line or the 3rd courier in line.

I do agree, CIC need to improve their system and have the process be more time sensitive instead of "lottery". I do believe the people who got their applications accepted earlier have higher chances...but not 100% guaranteed.
