From looking at viictus' first post, that appears to be exactly the problem.

I just checked my husbands email and WE GOT APPROVED WE HAVE TO SEND IN HIS PASSPORT NOW!!!!! OMG Thank you all for your help in answering question!!!!

According to the checklist in the Country Specific Instructions: United States form, you need a passport for each child.

Well, he's going to have to assert his rights and get those kids examined, even if that means getting a lawyer and having a court order or something. At least he won't have to take them out of the country to do it, though. Otherwise, he might end up getting stopped at the border, and that would be a really bad thing.

* Upon further reading, I see viictus has an idea on what to do. I guess all I can say further is to make sure they all have passport books as well, unless CIC is willing to accept the passport cards for the kids as they're not immigrating. But honestly, I'd just be safe and get the passport books anyway as I wouldn't want to leave anything up to chance.

You'll need a passport book, too. They can't stamp your entry in a passport card once you show the border proof of your immigrating, nor can they staple your COPR onto the card once you land. I also believe you'll need to photocopy the ID page on your passport book, and mail it with the application, along with everything else that will need to go.

Or simply put, get a passport book.

Actually, I think you'll be fine with just the cards if they're not accompanying you. OP manual 2 states, "Non-accompanying family members need not be in possession of a passport or travel document."

Passport cards might be good enough, and I certainly understand that the passport books are not cheap when there's more than one to get, as the cost adds up very quickly. I'd advise getting someone from CIC that can actually answer the question for sure. Or, talk to your designated medical professional as they'll also know what you need to bring. Otherwise, if you can't get a straight answer from anyone, it would be best to be safe and go get the passport books. That's one way to get it done without any doubts.

Another reason why I suggest the passport book is that if you do bring your kids in later, it will be one less thing you'll need to get.
