Study while PNP is processed?

A quick question regarding PNP.

If we get nominated by Ontario via PNP, can a person go on a study visa while the evaluation process is going on? I have heard the Ontario PNP takes 2 years to process! Is it true?

Than very tough to proof that you will back after your study, i am also in same boat, i was nominated in 4 oct for SINP OID also got offer for PhD in MUN for spring , so confuse what to do, if any advice from expert will be highly appreciated.
