If the PR application is still in process and the sponsor is a PR, not a citizen, the application is at risk of being refused. If, on the other hand, the sponsor is a Canadian citizen, the application can continue.
If the PR application is already finished and the applicant has landed, the only issue is the condition 51 aspect.

To add to that, final PR approval requires the VO to be convinced of the sponsor's intent to reside in Canada immediately after approval. You are required to update CIC with your new address. If they then request proof on intent to return to Canada (and they pretty much always do) and you can't provide any, they will refuse the app.

Also, CBSA can refuse to land a person if they believe the couple does not intend to reside in Canada quite soon.
