sponsorship of wife's step-dad

Hi , I am reading on the internet that it is not possible for my wife who is from Ukraine to sponsor her step-dad under the Family Sponsorship program. I have read in this forum that it was possible to sponsor a spouse of a step-parent and then sponsor the step-parent as a dependent. However, in my wife's situation her mom has passed away and her only parent is her step-dad. Does anyone have any further information about her situation that would allow her to sponsor her step-dad under the Family Sponsorship program?

Any chance your wife's step-dad formally adopted her while she was still a minor?

If not - then I don't believe sponsorship under family class is an option.

I don't believe so, my wife is in Ukraine now trying to obtain documents to prove their relationship and it is not easy as dealing with the bureaucracy there is difficult at the best of times. Her step-dad married her mom when she was 13 but the biological father was obliged by the state at that time USSR to send money until the child was 18. Therefore she may not have been formally adopted when she was a minor even if her step-dad was married to her mom.

Hmmm, I really have no idea regarding this situation. I would think if the step parent was widowed because her mom passed then he would still qualify as a family member because they weren't divorced or anything to break the bond. You really don't have much choice in regards to someone passing away.

Of course this is just me trying to apply common sense and logic and when it comes to CIC neither of those words are used to describe their methods .....

You have to check and apply under the new PGP program.....it's only 5000 applications per year.
So next chance is January 2015 when it re-opens, if you can sort out the documentation/relationship/legal aspects.

I don't think it's legally possible to sponsor a non-biological father on his own, if the sponsor wasn't legally adopted by him at some point while they were a minor.

Agreed. This is why I think that finding out if an adoption happened is critical. Without an adoption, family sponsorship is a lost cause.
