We are unsure what to put in the box where it ask for number of people my partner had sponsored in the past. If he had never sponsored in the past , would he put in NA or the figure"0"

I sponsored my wife once before for an inland application which was thrown out because she left Canada before PR was granted. Now we are doing Outland.

For question 5 B) do I write 1 for ii) Number of persons included in previous undertakings you signed as a sponsor and that are not yet in effect (persons who have not yet become permanent residents) ? I'm not sure how to interpret this question.

Yes I applied to sponsor her before and she is not yet a permanent resident, but does this refer to an undertaking that is still in effect?

They mean someone you have applied to sponsor who has not yet landed because the processing is not finished. Your wife's previous inland application is finished, so you do not include her in that question.
