Inland application is when the Applicant (the person who is being sponsored) is within Canada along with the Sponsor. Outland application is when the Applicant is outside of Canada regardless of where the Sponsor is.
In your case, since you (the applicant) are in Bangladesh, it will be an outland application anyway. Does not matter that your wife (your Sponsor) is in Bangladesh. As a Canadian Citizen she is allowed to stay outside Canada while sponsoring ( as opposed to a PR who has to stay in Canada during this process) her spouse.
Since, the sponsor (your wife) is in Bangladesh, if she decides to stay when sending the application, she has to explain how she plans to support you once she returns to Canada with you.
The application package is mailed to Canada.

Do not worry about the 2 year conditional PR rule. She can apply now for you. The 2 year conditional PR rule only may affect you if your relationship is not genuine. And by the time you come, you will have 2 years of marriage anyway. )
