So what is your total number of family members for each year including yourself, spouse and mother (assume your father has passed or divorced). That is your total number.

2019: you, spouse, 3 kids, mother (6 people)
2020 and 2021: you, spouse, 4 kids, mother (7 people)

If you are only qualifying because the income levels were lowered dramatically for 2020 and 2021 please make sure you can afford to provide financially for your mother. Would you be able to pay the 1-1.5k/ month if she needed to go into LTC? Many are unaware that is one of the expenses they are responsible for. There are many expenses that are not covered as you age. From incontinence aids, to walkers, wheelchairs, hearing aids are not covered or only partially covered. If you have 4 kids and are making 60-70k that is a very tight budget especially as cost of living increases. Makes no sense why they would decrease LICO amounts for 2021 while cost of living has soared.
