Am I eligible to do noc b job if i have completed 18 months program after senior secondary education

What stream? For FSW, If you only have secondary education you would not even eligible with at least 67 points in a NOC B job.

If you are eligible then yes. You can count one year of Canadian experience. Need minimum IELT score.
