Refused Student Permit.. Please advice

We applied student permit August 23, and got the refusal letter September 22. The reasons are:

Visitors visa still valid jan. 1 2018


Any advice? Positive advice? Can we reapply closer to expiration of the visitors visa?

Yes, we did apply inside canada.

We were thinking that they refused the application because it was still early when we submitted the pplication

As far as I know you have to apply from outside of Canada always.

That was i am thinking too. And we applied early as well like 4 months before expiry of the visit visa

Can you still stay here in Canada while waiting dor your student visa if you applied outside Canada?
