Hello! My friend's card expired last August 2021. She was able to complete her RO of 730 days ONLY after her card expired. My question is, is it OK to renew her PR card even if she was only able to complete 730 days after it expired?

Yes, it's fine.

Thank you! Not a question related to my post but... what if a person already applied when she was still short of RO? (She miscalculated it :<) Could she tell IRCC to disregard that application and re-apply again since she already completed 730 days of RO?

It may or may not be possible. It depends on how quickly that person acts and how far along the processing of the application is.

They should withdraw the application ASAP and hope IRCC accepts and processes with withdrawal request.

Overall: withdrawing an application after it has been opened and is in process will not generally preclude any negative action based on it if the PR is inadmissible. But compliance with RO in meantime should resolve any RO related inadmissibility issues.
