From where you know “ if you are before Dec-2011” the new rules will not apply.

I applied in 02-11-2011 and I called the Ministry of immigration and they confirm to me I am 100% under the new rules because I am still didn't reach to “preliminary examination “

Any one in waiting list before “01-Aug-2013” will not be under the new rules.

hallo

i called the immigration dept today, i asked if the preliminary exam has been started for my application or not, she said she can't give me a response she doesn't have such information, even she don't know if my application will be revised based on the new rules or not.

she told me if they will need anything from me will send me an e-mail.

that's all

i didnt keep the link .. i advise you to wait to see if they would send you a letter or not ..

Actually I emailed BIQ and I got a response from them that even those who applied before 6 December 2011 will be fall under the new rules. I also checked the website and no where did I find that people who applied before 6 December 2011 will be exempted from the new rules.

here we go ! so by this, all the information given by the online info session, is wrong ..

EVERY info was given, turned to be wrong .. the last one is this ..

Canadians proved twice they are crasy, once by canceling 320,000 applicants in Federal ..

and now by canceling other tens of thousands of families ..

One of my friends, she applied in ( 07-2011)

And she sent to them email asking if she will be under the new rules or not?

She received the below reply from them and it's clearly mentioned ( we will be under the new rules)

Immigration Québec adopted new immigration rules on August 1st, 2013.

These new rules are applicable to most applicants who have submitted an application before August 1st, 2013. Only applicants whose files have already been analyzed by Immigration Québec to be listed for an interview will not be subject to new rules. Those cases represent a very small number of applications in the total inventory of applications received before August the first.

The major change adopted is with regard to French. No points will be given to an applicant if his level of French is lower than the B2 level. Same for the spouse. Applicants and spouses with levels A1, A2 and B1 will get no marks for French. As a result of these new rules, it will be impossible for the majority of applicants to succeed an immigration demand in Québec without a B2 level.

Unfortunately, your application has not yet been examined by Immigration Québec and you are, therefore, subject to new rules.

To succeed your immigration demand, you must absolutely reach a B2 level in French. You must, therefore, improve your French and prepare the TCF, DELF, TEF or TEFAQ exam to reach B2. The first three of these tests also assess writing abilities. You can get up to 2 points for the writing abilities. We suggest you do one of the first three tests.

You must also have an intermediate level in English to succeed. We recommend that you undertake to do the IELTS.

Another case I have friend he applied in " 03-05-2011"

In 23-07-2013, he received email from them requesting him to send some documents to update his file " experience certificate … ect"

After 01-08 he become afraid to be under the new rules so he sent email to them asking if he will be under the new rules or not ?

They replied him " your application has not yet been examined by Immigration Québec and you will be under the new rules"

I think this rule may not apply on before 6 December candidate because at that time there were no certificate rule so they can not apply this rule to those applicant.

I have submitted a letter from my University that all our studies is done in French language and in addition to that I did my master in Lyon -France.
also I have submitted a result of an English test called BULATS done online in our organization where I'm working and it was delivered to us by Cambridge University.

I have the below points when I applied:
1- Age 31 (when I applied): 16 points
2- Children below 12 (two): 8 points
3- Professional Experience(more than 48 months: 8 Points
4- Last diploma (Master 1 Business management and administration of Enterprises):10 Points
5- Field Of Education: (Business Administration) 6 points same with the new rules
6- Adaptability & Financial Autonomy: 4 points

Spouse
1- Age : 3 points
2- Last diploma (master 2): 3 Points
3- Field of Education: 2 points

So in total it's 60 points without taking in consideration the French and the English points

if they consider my level in French and English as Moderate they should add the below points:

1- French - Speaking : 6 Points
2- French - Listening: 6 Points
3- English – Listening: 3 Points
4- English – Speaking : 3 Points

Total Language proficiency : 18 Points

Also regarding my Spouse she did master 2 professional and master 2 research in France so she normally should get 6 points for the French Speaking and listening.

So the total 84 points

In May 2013 I have submitted an amendment to my file by adding my Brother in Law as permanent resident in Quebec it will add to me 3 points(not yet updated to my file)


So the new total will be 87 points.

Let us consider that I got 65 points in total so should be a waiver from the interview still it's not the case.
Don't be so optimist with this immigration process and all hope that at the end they will call us for an interview and not refund us the process fees and return back us to the start bottom.

they will never consider any of these things you mentioned for the language, you have to make IELTS for English or the standardized tests for french, DELF, TEF, TCF, TCFQ ... even if you are a french citizen ..

Hi Quebec Applicants !

Is there any 2011 quebec applicant has got a call for interview or letter for waiting list ?

M also 2011 applicant. Applied in march got aor in july.
I declared my french level to be beginner for me n my wife.we r a family of 5.
One strange thing with my file is I never got file number n ionly received reference individual. I mailed them a year back regarding this n i asked them my file number so that i can update my french results. they said we have received/opened your file etc etc. N again no file no. Only reference individual. We sent our tcfq result on that. After that no correspondence
any ideas what to expect?n when?

Just a lil point to ponder that God certainly has better plans for us.either with it or without it.pray, work hard n be a kind soul. God will b with you.
