1. Study - get admission to a college/university, get letter of attestation, pay first year tuition and then apply for study permit showing minimum $20k for single person plust paid tuition. Show career/education advancement.
2. Work - get job with approved LMIA proving no Canadian or PR has your skills/education. Apply for closed work permit with language scores and education assessments. Show some funds to settle.

In general it will be quite difficult to get a temporary permit from Afghanistan due to the fact that there is a high risk of applicants claiming asylum or not returning home. Your best option would be to try and qualify for PR. The situation in Afghanistan and the high risk of asylum claims or risk that person will not return home when WP/SP expires will not impact PR applicants versus WP/SP applicants. If applying for a SP would suggest applying to a top university and apply for a masters or PhD. If accepted to an advanced degree at a top 10 university then you will be viewed as a genuine student not just studying as a vehicle for immigration
