I have RO of 398 days only in 5 years. I applied for PR renewal on H & C factors. My file transferred to local office and give PR card with one year validity and also asked to give further information, if any, to minister's delegate. My H&c factors are remain same. What will be their decision.

Nobody here can guess when you offer no information on the "H&C factors"...

H&c factors are sickness of parents and other family members are also canadian citizen
The first will be considered as an H&C consideration. Hopefully you provided strong proof to demonstrate that your parents' illness prevented you from returning to Canada.

The second (family members are Canadian citizens) is generally not considered as an H&C consideration by CIC.

They would be looking for detail Medical reports, letters from Doctors as well from Medical Institutes confirming the severe medical condition of your parents during the period, moreover you would need to prove no one except you among the sibling was available for your parents and without you parents couldn't taken good care. It would be better to mention "why now you are not required for the same reason and why ypu can live in Canada without going back".

My guess is, with 398 days only it would not be just formalities, they might like to go any extent to confirm your documents, more over you would be subject to interview to justify your documents, if they have already given you one year PR card then better rush back to bring max. documents and try to meet the doctor/ contact person of the medical institute. Your documents, humanitarian condition, and evidence would determine your percentage of success. If you can really prove that your presence was really important for your parent life and all dependent on you at the time of sickness then you have good chances. Just don't underestimate the ability of people on other side.
