My parents landed as PR on 4th April and my dad receiver his PR card 10 days ago but my mom didnt. They both landed together. Is it normal to get it separately? The tracking website cannot find her records, who can I reach out to find status?

Yes, it's very normal. They are processed and mailed separately.
