You can get an ECA. You want to have at least equivalency to a 3 year degree to be eligible for EE.
Canada accepts IELTS - General and doesn’t accept any trade certificates. In Canada, trades are licensed with years of apprenticeship and education. Right now IELTS is too low as you need CLB 7 in all areas.
Go on the Express Entry website and see if you are even eligible to submit a profile. I don’t think you are.
