Friends,

My concern is the red colored point below, I request seniors to share if they have any thoughts on such point, are they serious to implement that PR can not sponsor widowed parent (mother)? - Thanks.

Toronto, Canada -- (SBWIRE) -- 04/02/2013 -- On March 26 2013 Canada’s Minister of citizenship and Citizenship announced that the backlog in permanent resident applications has been reduced by 40%, and that sponsorship of parents may reopen during the year 2014. Absent from the press release was the status of 180,000 Canada Experience Class and Family Class files.

1. Were previously held in Buffalo, New York but moved to Ottawa.
2. Include files that have been been pending for at least three years, and may be
ripe for mandamus given the lack of acknowledgement by the Minister in this
latest press release.
3. Were intended to be processed February 2013 but have not yet been thus.

The Minister of immigration also revealed, “a temporary pause on new [parent] applications remains in effect until the end of the year”. This pause has been in effect since November 2011. Once lifted, there may be additional requirements to sponsor a relative such as:

1. Raising the income requirements of the sponsors and binding them to lifetime financial support of the elderly family members in Canada.
2. Adopting the “balance of family test” where parents and grandparents must have at least half of their children residing permanently in Canada to be eligible for sponsorship.
3. Restricting eligibility to sponsors who are Canadian citizens; currently permanent residents are eligible to sponsor their parents and grandparents. Limiting the applications to “exceptional cases” by, for example, requiring that the parent or grandparent “be widowed or have other exceptional needs.

“Of the above proposed requirements, it is predicted that the requirement for Canadian citizenship shall be implemented. Given the increased requirements for the sponsoring of parents, and failure to acknowledge the 180,000 files that used to be in Buffalo, legal representation would be essential to redress the increasing delay. CIC hasn't announced what changes will be made to the parent/grandparent sponsorship program once it is re-opened to applications. It's possible they will restrict sponsorship to citizens only. It's also possible they won't. You will have to wait until CIC announces the new rules to find out.

Besides, the "red point" does not suggest widowed parent/grandparent cannot be sponsored. On the contrary it suggests that special concerns be given to ensure widowed parent/grandparent be allowed.

As regards PR being allowed to sponsor a parent (widowed or not), that's still in the consultation stage. Not sure if it would be implemented. But that's just speculation.

The biggest issue with sponsoring parents and grandparents is they are usually elderly and cost significantly more to healthcare than others.

I'm for #1.

Also, before contacting a lawyer and joining a class action lawsuit, perhaps PM some of the FSW workers who joined the class action lawsuit and see how disenchanted many of them are with the lawyers. Class action lawsuit = ways to make lawyers rich and rip the average person off.

Thanks guys for response... seems no choice other than to wait for their final announcement... I am okay with all other points but since long time will take to be citizen is obstacle... red point is red flag if implemented.....

At present, you do have the option of bringing your parent(s) via the Super Visa scheme.

yes that's true. and my mother is here on super visa, which we got after submitting all needed documents (mostly income proof) and we would need to apply again after a year (before her stay permission - stamp at port of entry gets expired)

I am hoping for better option this Nov end/ in Dec which is filing PR for her if allowed to existing PR... lets see.

Based on the updates we've seen from CIC, I think it's more likely the program will re-open early 2014 (rather than late 2013).

I have to concur. I read something in the news the other day that they may extend the delay.
