No you shouldn’t apply if you don’t fit the requirements. You will just lose your money. Triple check that you don’t meet the financial obligation each year based on your income and family size. If you don’t you shouldn’t submit an application which will be refused.Thank you for your reply.

That is not true. Nobody is being blacklisted. It is a huge annoyance that people can’t check their income even if they signed that they had checked and meet the income requirement for 3 years. No point applying if you are sure you don’t meet LICO for 2016. You will waste resources processing your application and you will also lose money.You were sure enough to declare that you met requirements when you submitted the EOI right?
You should apply because if you dont IRCC will blacklist you and you will not be selected in future.
