If rules stay same as this year you can apply for lottery in January 2019.Can someone please confirm:
2016 tax NOA: Above cut-off for MNI
2017 tax NOA: Will be above cut off for MNI
2018 tax NOA: Will be (assuming all is well with employment) above cut off for MNI
Does that mean the earliest I can apply for sponsorship is January 2020? Since 2018 NOA wont be in until April 2019..

All years MNI amounts, must be using family size you will have in 2019.

Example: On CanadaVisa it says this:
"Note: It is expected that applicants applying in 2017 must provide proof of income from the Canada Revenue Agency (CRA) for the taxation years of 2015, 2014 and 2013." Seems to not include 2016..

I have been here since 2013. I applied in 2016 but too many applications - mine was not accepted, despite meeting all eligibility. 2017, was not selected from the Lotto. Crossing my fingers for selection in 2018.I landed in 2011 but rules changed for 3 year noa so had to wait; I’m also waiting since 2012.
Lottery started for 2017 and 2018; before that question of spoiling qualified people place by unqualified was not possible.

I am not in a position to criticize IRCC's modus operandi as I do not have a better recommendation to process PGP sponsorship applications.

I was saying why couldn't people from other parts of Canada mail their applications to the local courier companies in advance, not IRCC. These local couriers would've then lined up on Jan 2nd with all the applications. Sure they would have had to pay a bit more, but that's hardly unfair.There were cases where people mailed their applications in advance and they were delivered on or before 31st Dec of the previous year.
Those applications were not considered for further processing.
Residents of Mississauga had benefits in such cases. That's all I was trying to say.
In spite of having lived in Brampton for 5 years and in GTA for almost 8 years, I still make the above statement.
