Parent Sponsorship Questions

I have the following questions regarding the Parent Sponsorship:

1. My wife and I will be applying to sponsor my mother in January of 2016. The age of our children then will be: 20, 17, and 7. As I understand the definition of a dependent child; since our oldest will be 20, he will no longer be considered a dependent, and we would therefore declare a family unit size of 5 (4 + 1).

2. Should the above be correct, would we then use a family unit size of 5 to determine the MNI for the past 3 years, or would we have to use 6 for 2014 and 2013 because our oldest son was under the age of 19 then and considered a dependent?

In other words, the family unit size is determined at the time of application, but does it remain constant for the previous years?

3. The MNI is recalculated every year, but does that new value apply to all the previous years as well, or are the previous values for their respective years taken into consideration?

Example for a Family unit size of 5:

Year 2015 MNI $66,086 (estimate)
Year 2014 MNI $64,791
Year 2013 MNI $63,833

Will the MNI of $66,086 apply to 2013 and 2012 as well?

Or, will the values for 2014 ($64,791) and 2013 ($63,833) be considered?

4. Lastly, are the 2015 MNI values already published?

1. Your family unit size will be 5 assuming your mother is single.
2. You will use a family unit size of 5 for all three years.
3. Previous years won't be adjusted - just the new year added.
4. No. It will probably be published in December.

One more question:

I will be applying in Jan of 2016 using income from 2014, 2013, and 2012. The MNI value for which year will be used to assess my income requirement? Will it be the MNI value at the time of application (2016) or the MNI value for the previous year (2015)?
