PAL for high school students in Canada applying for Initial SP

Hi, this is confusing.

A high school student currently in Canada do not have a study permit. She is now going to undergraduate studies, will she need a PAL to apply for her initial study permit? She is eligible to apply in Canada and on the questionnaire, it asks if she is exempted from PAL, it also asks what excepttion do you qualify? "I am an applicant applying within Canada as described under section 215(1) of the IRRC (IRPR)

So if she chooses this, she does not need PAL?

So she has a study permit to attend high school? If so, she doesn’t need PAL. She needs to show minimum $21k plus first year tuition.
