if someone get the Open Work Permit, and he have to leave Canada before her get the PR, are the CIC gona cancel his application and not give him the PR ?
CIC won't cancel the application when you leave. But there's no guarantee you will be allowed to re-enter Canada again once you leave (the OWP does not give you the right to re-enter Canada). And if you can't re-enter Canada, then your inland application will be deemed abandoned and canceled.
