Open work permit after finished Working Holiday(IEC)

Hi everyone,
I'm wondering if my situation is eligible to apply for open work permit.
As the title, my working holiday finished June 2017 and renewed my stay in Canada to Visitor.

My friend's friend told me that you can apply for open work permit with no requiement (I doubt it though),
so you can just apply for it.

I called several times CIC but according to the automated message over the phone, at this moment we can not reach to the agent... I've tried only in the work/study/visitor section so I don't know if anyone can't reach to them.

So, I can't confirm if the things true or not.

Does anyone know about this case above?
I'd be very appreciated if you could share me your knowredges.

No - you don't qualify for an open work permit. (Unless there's something you're not telling us like you have a spouse and your spouse is in Canada as an international student on a study permit.)

Your friend is probably confusing TRVs with TRPs. This is common with those who are unfamiliar with Canada's immigration rules. Best not to listen to them.

I'm basically applying PR as the family class but I was thinking if i could get it by myself.
TRV and TPP make me confused too but I don't even know which one did the friend take it or something else..

But thank you again for answering question despite with not enough information.

If your Canadian spouse / common law partner is sponsoring you for PR using the inland route - then you should include an open work permit with the inland sponsorship application. The OWP will be approved approximately four months after you submit the complete application package.
