Doesn’t matter…still a human rights violation. Still not a reason for a LMIA. If EDSC finds out through the LMIA process that the employer discriminates about hiring other people of different ethnicities then could get into trouble. You have even posted on a public forum that he does this so public record.
The company is eligible to apply LMIA. It's their second LMIA but not for Administrative. They got a Property Manager (from Ukraine) through LMIA but applied through Consultant and the boss could not imagined the employee paid almost $7,500 to the Agency to get a work permit. So I am trying to find here if it's doable through DIY. The niece is not rich to pay a consultant.

It's 100% doable through DIY but it requires the employer to read through the LMIA requirements in detail and to follow them exactly. So it's a matter of how comfortable the employer is in doing this themselves.
