I have sent 2 emails to New York consulate but they never responded. Now What should I do? My file got transfered to NYC and my medicals have not been issued yet.

Try again after a while a week or so; perhaps with the subject that you fear medicals maybe lost. Some people said they had to email 3-4 times before receiving an answer.
I think they have a policy by which, they don't reply to emails until a certain amount of time has passed in processing the application; for instance 90 days since a case was transferred.
Btw, the same thing happened to me, I got my medicals after my case was transferred.
