Can I let my husband apply for trv as visitor even if I am not yet permanent resident here coz I am still under live-in caregiver program? But, my employers are willing to give an invitation letter and provide financial assistance to my husband. Please I really need your answer. thank you

Sure - he can apply for a TRV. No guarantee he will be approved - but he can certainly apply.

When visitor visas are refused, to the best of my knowledge, they only return the passport.

No - this won't affect your PR application.
