Was just looking at what is needed for OHIP and have a similar situation. You need 3 IDs and the second one will take at least a month to get. So I guess I'll have her get the Ontario ID, then when it arrives 4-6 weeks later she can go for the health card. They will accept the COPR or landing record though.
She will have her passport and COPR which will allow her to get a SIN# in a day. Go to the bank and have her added to your account and get them to write a letter confirming her address. If she has a Filipino driver's licence then that would help as well. Get her a library card and then that should be enough to get her an OHIP card.

SCOS,,, did you get ecas status changed to decision made and her address changed to yours on ecas,,,,im just wondering if im wasting my time checking there
In our case my address always showed on my wife's ECAS. Then when the PPR came they asked for her current mailing address if it had changed (for return mail for PP), and after submitting it (just in case) her address changed to her Philippines address when she went "In Process". I just checked her ECAS now and it still shows the Philippines address (with "Decision Made").

So I wouldn't worry about the address not being your Canadian one. Especially since they will courier her visa to the address they have on file.

It looks like they tightened up the requirements as far as List 2 ID. See
http://www.forms.ssb.gov.on.ca/mbs/ssb/forms/ssbforms.nsf/GetFileAttach/014-9998E-82~1/$File/9998-82E.pdf

They list letters from the bank not being acceptable
Monthly mailed bank account statements for savings or chequing accounts (does not include receipts, bank books, letters or automated teller receipts)
This might be part of their big push to eliminate health fraud. Apparently they are allocating something like 15 million to finally eradicating the dreaded red and white health card (all cards to be out of use in 5 years). It makes sense, a letter or a library card is easy to get and as such are probably relied on by fraudsters. Plus as List 2 ID is for proof of residency they all seem to have a minimum 1 month implied residency. Like you won't get your first bank statement till the following month. So for those who want to land, apply for everything, then leave the country they will find things a lot harder (well, more inconvenient) with this.

Yeah, but you still have to wait for the next statement for it to show. An Ontario Photo Card will take the same time so we will go with that since she doesn't drive.

You have to wait 3 months to be eligible for health care anyway, so the extra month you may save to apply isn't really getting you anything as the card won't come any faster. I think when my wife gets hers I will finally give in and get the new card as well. The new card is good for 5 years so I would have to get another one in 5 years anyway. And my old red and white card is literally falling apart (they were made pretty poorly).

Anyone know how much health insurance will cost to cover these months?..

They don't say anything about a letter stating the name and address of the account holder. If you can go into the bank and make all your accounts joint then get the bank to print off a statement that will include her name on your address. She will also get an RBC client card.
